Job Title: Permit and Compliance Manager (Compliance & Health and Safety)
CBRE Global Workplace Solutions is a leading global provider of integrated facilities and corporate real estate management. We are recruiting for a Permit Manager to join the team located at one of the most prestigious venues in the UK.
Main Purpose of Job: The main purpose of the role is as follows:
Key Responsibilities
To manage all associated subcontracted services and to ensure that subcontractors are able to carry out their duties in a safe and timely manner and that work is contractually compliant. Responsible for overseeing the accurate completion of all necessary documentation.
To present a professional and polite image to all customers/clients whilst maintaining and promoting good communication and developing relationships with the client, other service partners and colleagues at all levels, ensuring the delivery of consistently high standards of customer service.
Contribute to writing the content for the monthly reporting pack as requested, ensuring all aspects such as Compliance, Health and safety and monthly metrics are included.
Assist the Operational Team in achieving contract operational and financial targets and work closely with the senior leadership team as required particularly with KPI deduction recording, reporting, tracking and data analysis from FM Analytics and other CBRE platforms
To support the Operational Team with the business cost effectively with respect to supply chain efficiency in order to achieve best value for money in the procurement of services and goods in conjunction with the SLT and procurement
To fulfil Health & Safety responsibilities by adherence to the requirements of the Company's Health & Safety Policy and Health & Safety Management Plans
Work with the Hard FM management team to support with supply chain remedials to completion in a timely manner to ensure statutory compliance
To ensure all RAMS, Method Statements and Site Inductions (especially H&S Inductions and ATW’s) are completed prior to any work starting, ensure any issues are raised to the Management Team if there are concerns
Working towards 100% PPM completion each month and raise any PPMs concerns or failures with the General Manager in advance of the end of the month, bringing a solution and plan to complete these PPMs as soon as possible.
Working with the Teams to ensure all contractors have a site contact and confirm dates etc prior to Works Starting
Ensure all service reports are shared by the contractor and any remedial works are shared with the client to confirm they want to go ahead with these improvements
Managing the supply chain remedial Quoted Works and making sure the quotes get back to the client within a reasonable amount of time (5days)
Completing a monthly verification of PPMs completed by implementing a monthly data Dashboard or similar to showcase all aspects of PPM, Remedial and Health and safety aspects which in turn showcases to the client the benefits of employing CBRE to manage their Hard FM delivery
Putting together a Compliance Tracker and ensure it is kept up to date and reviewed every month and included in the monthly review pack
Implementing a process and procedure for all service sheets from our Subcontractors that is visible for the CBRE Team and the Client Compliance Team, preferably via SharePoint
Working with the Compliance Ops Manager and supporting with raising any Remedial works via the WCC helpdesk so this can be recorded and closed out once the job has been completed.
Ensure there is a monthly download of all remedial numbers, highlighted by OPEN and CLOSED in month and shared within the monthly pack
Get quotes from the supplier in regards to any remedials or on the back of areas of health and safety concern such as access constraints or best practice across the WCC Estate - Share with WCC in advance and then ask the Contract Support Team to raised via FMQs
Undertake site visits to review PPM delivery and health and safety scenarios, implement an Audit process in which at least two audits are completed every month and shared with the Operational Team and General Manager (Added to the Monthly Review Pack)
Working with the Compliance Manager in putting together data analysis and share with the General Manager focussing on improving the service delivery across the Account
Working with the Operational, Contract Team and the Compliance Manager to build innovative solutions across the estate
Ensure full compliance with building regulations, fire safety laws, and H&S legislation (e.g., Health and Safety at Work Act, CDM Regulations).
Conduct risk assessments, safety audits, and compliance checks across all sites.
Develop and implement policies, procedures, and systems for statutory compliance.
Ensure all statutory inspections, maintenance, and records are up to date (e.g., fire safety, electrical testing, asbestos management, water hygiene).
Manage compliance documentation and keep accurate records for regulatory inspections.
Health & Safety Management
Act as the designated H&S lead, ensuring adherence to all legal requirements and best practices.
Develop, implement, and review H&S policies, risk assessments, and safe working procedures.
Lead incident investigations, root cause analysis, and corrective actions.
Look to implement and support & deliver H&S training and promote a culture of safety awareness.
Oversee emergency planning and assist in putting together the business continuity plans.
Stakeholder & Contractor Management
Liaise with internal teams, external contractors, and regulatory bodies to ensure compliance.
Ensure all contractors and third parties adhere to safety standards and compliance requirements.
Conduct contractor inductions, permit-to-work processes, and monitor their performance.
Continuous Improvement & Reporting
Monitor industry trends, regulatory changes, and best practices to keep policies up to date.
Provide reports on compliance, safety incidents, and performance metrics to senior management as and when required
Identify opportunities for improvement and lead initiatives to enhance safety culture and compliance.
Key Skills & Qualifications:
NEBOSH Diploma or equivalent Health & Safety qualification (e.g., IOSH, NCRQ).
Knowledge of UK building regulations, fire safety, and statutory compliance requirements.
Experience in a similar role managing building compliance and H&S in a [specify industry, e.g., facilities management, construction, property management].
Strong understanding of risk assessments, audits, and incident investigations.
Excellent communication skills and the ability to engage with multiple stakeholders.
Proficiency in compliance software and Microsoft Office Suite.
Experience working with regulatory bodies such as HSE, local authorities, and fire services.
Desirable:
Membership in professional bodies such as IOSH, IIRSM, or CIWFM.
Experience with ISO 45001 and other relevant compliance frameworks.
Qualified at Degree level in either Mechanical or Electrical Engineering/Building Services
ONC/HNC electrical / mechanical qualification or equivalent
Strong analytical and decision-making skills
Effective time management of numeracy, report collation and distribution, data analysis
Proficient in Microsoft Excel, Word and PowerPoint.
Able to challenge the status quo and suggest new ways of doing things to improve performance and practices
Strong organisation and communication ability
To be an integral part of the team.
A demonstrable understanding of CAFM systems and finance systems.
