About the role
The Compliance Director, U.S. Advisory Field Compliance Officer (FCO) is a senior member of the Global Risk, Ethics & Compliance organization and the Field Compliance Officer operating model. The role represents CBRE’s Ethics & Compliance Program across the United States, focusing primarily on the Advisory Business Segment.
The FCO operates independently from the business and reports through the Global Risk, Ethics & Compliance organization to the AMS Region Compliance Senior Director, with ultimate accountability to the Global Chief Ethics & Compliance Officer.
Role Purpose
The FCO role exists to foster and strengthen "Tone at the Top" with country and business leadership, and to support the development of "Tone in the Middle", empowering managers to lead on Ethics & Compliance risks and in alignment with CBRE’s culture and RISE values.
Acting as an independent business partner across CBRE’s Advisory Services in the assigned Territory, the FCO will proactively support and advise Management and staff to ensure the business fulfils its duty to comply with applicable regulatory and legal requirements, and with internal policies and standards.
The FCO provides independent feedback to the AMS Region Compliance Senior Director and Deputy Chief Ethics and Compliance Officer on the operation of CBRE’s Global Ethics & Compliance program in Territory and business segment in scope. The FCO is responsible for identifying material gaps in the local Ethics & Compliance program and prompting appropriate action to these gaps by working with local management and the Global Ethics & Compliance Programs as needed.
What You’ll Do
- Acts as the key point of contact between CBRE’s business leaders in the Territory, and the Global Risk, Ethics & Compliance Team. The FCO has access to the various subject matter expertise, tools, technologies and procedures within the Global Risk, Ethics & Compliance Programs, and will make these available to the business to proactively and pragmatically address current and emerging compliance issues and risks in the business.
- Works with local Management and staff to help the business identify compliance risks. Review, challenge, and advise on risk mitigation strategies and remediation plans, ensuring alignment with global standards and regulatory expectations.
- Ensures the required CBRE Global Risk, Ethics & Compliance program deliverables are implemented across the Territory and executed in a manner consistent with CBRE standards and corporate requirements. Including, but not limited to:
- Oversee the identification, prioritization, and management of compliance risks across the Territory.
- Advise the business on local risks and global Ethics & Compliance initiatives based on risk assessments.
- Serve as the escalation point for systemic or high‑impact compliance issues, including those requiring regional or global attention.
- Establish consistent compliance standards, controls, and monitoring frameworks across regions and business models.
- Manage governance of global corporate policies within the Territory, including approval of local policy addendums, and ensure current policies are accessible to staff.
- Sponsor and oversee risk‑based monitoring programs (such as financial crime prevention, sanctions compliance, data privacy) in coordination with subject‑matter experts and global programs. These activities include:
- Securing leadership engagement.
- Facilitating the update and implementation of the appropriate company policies and procedures.
- Supporting the provision of adequate training to key employees.
- Providing timely compliance advice to the business.
- Discussing audit findings and red flags, monitoring remediation plans within the territory.
- Support internal investigations led by the Trust Team when requested. Serve as a key point of contact, coordinate with support functions, and provide timely feedback to business leadership and Global Risk, Ethics & Compliance on remediation actions.
- Support the annual Standards of Business Conduct certification, mandatory training rollouts, and follow‑up on conflict-of-interest disclosures. Work with Global Learning & Development to ensure management understands requirements, tracks completion, and addresses gaps.
- Empower business leaders and Management teams across the Territory to promote the RISE values and foster a positive Speak-Up culture. This includes the proactive roll-out of resources such as CBRE’s “Do the Right Thing” Speak-up materials and ensuring broad awareness of the Ethics Helpline and Non-Retaliation Policy across the Territory.
- Support and oversee the recruitment, coordination, and effectiveness of the Ethics & Compliance Ambassador network within the Territory. Provide strategic guidance to Ambassadors, act as an escalation point for concerns, and ensure timely and appropriate issue escalation and resolution.
- Regularly participate in senior management meetings, leadership forums, and support-function governance bodies across the Territory. Maintain a visible and supportive Ethics & Compliance presence and proactively contribute an independent Ethics & Compliance perspective to leadership discussions and decision-making.
- Establish, chair, and oversee Compliance Review Boards (at a minimum, semi-annually), ensuring:
- Integrated Ethics & Compliance reporting across Global Ethics & Compliance Programs, with consolidated metrics and insights for senior leadership visibility
- Clear documentation on management decisions, ownership, and timelines
- Independent challenge, escalation, and oversight of remediation activities to completion
- Enable and hold business leadership accountable for demonstrating their commitment to compliance, including ensuring adequate resourcing, prioritization, and ownership of key compliance risks, controls, and processes within the Territory.
- Serve as the central point of contact for Ethics & Compliance engagement on cross‑functional initiatives within the Territory. Coordinate collaboration across Support Functions to ensure aligned, efficient, and non‑duplicative delivery of compliance activities, while reinforcing shared accountability for outcomes. Key partners include Legal, People, Finance, Controllership, and Supply Chain.
- Represent Territory leadership and Support Function perspectives to the global Ethics & Compliance organization, including advocating for enhancements to address regulatory developments, emerging risks, and gaps or inefficiencies in existing compliance processes or workflows.
- Collaborate with the U.S. GWS FCO to enable consistent execution of core Ethics & Compliance activities across shared risk areas.
Special Projects
As needed, the FCO will support additional corporate or global Ethics & Compliance projects in the Territory, including:
- Regulatory Change Management – Provide oversight of the identification, assessment, and implementation of material regulatory and licensing changes affecting the Territory, ensuring timely escalation and alignment with global standards.
- New Venture and Business Expansion Risk Assessments – Oversee and challenge compliance risk assessments for new ventures, service offerings, and market entries, and provide independent recommendations to senior leadership.
- M&A Due Diligence and Integration – Sponsor and oversee Ethics & Compliance due diligence and post-transaction integration activities, including risk prioritization, remediation planning, and integration tracking.
Assist and Collaborate as Required
The FCO collaborates with senior stakeholders and supports functions to ensure effective, risk-based, and coordinated delivery of CBRE’s Ethics & Compliance program across the Territory. Key responsibilities include:
- Regulatory Compliance Governance: Partner with Global Ethics & Compliance Programs, Legal, and Territory leadership to assess emerging regulatory and licensing requirements.
- Cross functional collaboration: Collaborate with other internal teams, including Legal, segment leadership, Operations, Technology, Internal Audit, Finance, Risk and other control functions to address compliance issues which may impact the supported function/business/product.
- Conflicts of Interest Oversight: Provide independent oversight and challenge the identification, assessment, and resolution of personal and business conflicts of interest, including escalation of complex or high-risk matters and confirmation of appropriate mitigation.
- Client, Commercial & RFP Compliance Support: Provide compliance guidance on client RFPs, contractual representations, and other compliance-related inquiries. Review and advice on responses where standard guidance is insufficient or risk-sensitive, ensuring alignment with CBRE standards and risk appetite.
- Subject-Matter Contribution: Actively collaborate with peers to drive consistency, maturity, and continuous improvement of the global Ethics & Compliance framework.
- Global Capability Development: Sponsor and contribute to the development of global Ethics & Compliance capabilities, including sharing best practices, mentoring senior colleagues, and supporting enterprise-wide initiatives.

- Bachelor’s degree in business management, risk management, accounting, or another related field.
- Minimum 10 years of related work in a regulatory compliance and/or risk management function, multinational matrix organizations, regulatory agency, or consulting firm.
- Experience with compliance program assessment, compliance program design and implementation assistance, development or evaluation of compliance policies and procedures, compliance program testing, and development and evaluation of compliance program testing.
- Track-record of success in managing multiple stakeholders and successfully delivering compliance initiatives in a complex global business.
- The ability to work well under pressure, and to thrive in an environment with high levels of change, innovation and uncertainty.
- Effective communication skills (written and verbal) and experience in connecting to a diverse audience at multiple levels of seniority through various formats, i.e. policies, procedures, leading meetings, face to face dialogue etc. Experienced and impactful presenters (both in-person and virtual) to deliver compliance messaging and training.
- Strong analytical and organizational skills, sound problem identification/solving skills.
- Professional Certification in Compliance, Internal Audit, Anti-corruption / Anti-fraud or related field preferred.
