Reporting to the Head of Enterprise Supply Chain, the Procurement Sourcing Specialist will be responsible for supporting the strategic sourcing needs of the enterprise.  The role will support delivery of cost savings, supply chain efficiencies, demand management and innovation. He / She will become a member of a high performing team that identifies and leads complex, cross-functional strategic sourcing initiatives across the enterprise. 

This role will contribute to the profitability of PACS and generate positive return on investment for the Enterprise Supply Chain function. The role will support the sourcing team in delivering cost reduction for tactical spend, mitigate third party risks, act as gatekeeper to ensure compliance to procurement policy during the purchase requisition, contracting and vendor onboarding process.  The role will track and report procurement operations KPIs and maintain data accuracy and integrity in contract and vendor records. 

The candidate should possess strong negotiations and influencing skills, analytical skills, the ability to work independently in a fast-paced and rapidly changing environment, a work ethic based on a strong desire to exceed expectations, and strong interpersonal skills including written and oral communication. 

  • Responsibilities include, but are not limited, to the following:
  • Manage the Purchase Requisition and Purchase Order process to ensure compliance to procurement and purchasing policy 
  • Perform low value tactical sourcing
  • Execute vendor consolidation, manage preferred vendor program and catalogues 
  • Support sourcing partners in delivering category strategy and governance
  • Support the set up of eAuctions, including providing training to vendors participating in eAuctions
    • Establish strong relationships with internal business partners and build a strong understanding of business strategies and priorities
    • Partner with business stakeholders including contract owners and contract managers to execute category or vendor-specific strategies, especially for key vendor relationships
  • Identify and execute value-add projects to expand influence / scope where appropriate.  This may include partnering with the business to execute non-sourcing related initiatives e.g. initiatives that support customer acquisition
  • Diploma as a minimum academic qualification
  • Procurement certification is preferred
  • 2 – 3 years of previous procurement, and/or business experience.
  • Strong team and project management capabilities 
  • Ability to influencing purchasing decisions and effectively negotiate complex deals
  • Strong and effective verbal and written communication
  • Self-motivated, excellent organizational, analytical and time management skills.  Ability to prioritize a wide array of initiatives
  • Has an aptitude for innovation.
  • High integrity and ethics.
  • Ability to work independently, with limited supervision
  • Ability to think strategically and tactically to ensure recommendations are appropriate and realistic
  • Proficient in Microsoft Excel, PowerPoint and Word
  • Data visualization skills e.g. Power BI is a plus
  • Effective written and verbal communication skills
