Reporting to the Head of Enterprise Supply Chain, the Sourcing Business Partner will become a member of a high performing team that identifies and leads complex, cross-functional strategic sourcing initiatives across the enterprise. Categories under management include IT (e.g.IT consulting, contingent workforce, hardware, software, network & telco), HR (e.g. payroll services, background screening, recruitment agencies, staff benefits), and Professional Services (e.g. consulting services).

This role will contribute to the profitability of PACS and generate positive return on investment for the Enterprise Supply Chain function. The role is responsible to drive cost out, mitigate third party risks, rationalize and consolidate vendor base, manage catalogue strategies, lead sourcing projects and improve processes (both efficiency and customer experience).  In managing the categories, this role will share category progress reports and initiatives with function leaders and business stakeholders.  Examples of initiatives include leading negotiations, expiring contracts review pipeline, facilitating eRFX and eAuctions, preferred vendors and catalogue maximization efforts. 

The role is responsible to partner across the organization to define requirements for sourcing needs and establish sourcing and negotiation strategies for the various spend categories. The role will negotiate commercial terms which includes payment terms, buying channel set up, and SLAs. The role will be a gatekeeper to ensure third party risks are being assessed at the onset of a sourcing engagement, a new contracting or contract renewal as part of pre-onboarding due diligence.

The candidate should possess strong negotiations and influencing skills, analytical skills, the ability to work independently in a fast-paced and rapidly changing environment, a work ethic based on a strong desire to exceed expectations, and strong interpersonal skills including written and oral communication. 

Duties & Responsibilities 
  • Responsibilities include, but are not limited, to the following:
  • Develop and keep up to date a comprehensive understanding of PACS’ policies and procedures relating to Procurement and Third Party Management procedures, Procurement standard operating procedures, Outsourcing Management procedures and related third party policies and procedures, to ensure policy requirements are understood, adhered to and documented while performing vendor selection, contracting and due diligence activities. 
  • Lead category management of assigned spend categories, including:
    • Establish strong relationships with internal business partners and build a strong understanding of business strategies and priorities
    • Partner with business stakeholders including contract owners and contract managers to execute category or vendor-specific strategies, especially for key vendor relationships
    • Develop category strategies, including key insights from robust market analyses / benchmarking processes
    • Execute vendor consolidation, preferred vendor and catalogue enablement strategies for the assigned categories
    • Perform category governance, including leading and/or participating in category forums to build and foster the development of a cohesive, high-performing procurement team, and 
    • Lead and/or support efforts to substantively progress the implementation of the category strategy across the organisation
  • Develop, implement and/or manage strategic sourcing projects to select and negotiate with vendors in order to ensure optimal supply chain performance, with a focus on quality, service, delivery, risk and cost.  Activities include:
    • Develop strategies to ensure competitive bidding and best value for PACS. 
    • Identify and execute on opportunities to conduct eAuctions
    • Execute plan for sourcing negotiations, including maintaining a robust project pipeline (including expiring contracts upcoming renewals)
    • Drive cost out for categories under management
  • Identify and execute value-add projects to expand influence / scope where appropriate.  This may include partnering with the business to execute non-sourcing related initiatives e.g. initiatives that support customer acquisition

Qualifications
  • Bachelor’s Degree as a minimum academic qualification
  • Procurement certification is preferred
Work Experiences
  • 5 - 10 years of previous procurement, consulting and/or business experience.
  • Proven experience leading large, cross-functional strategic sourcing initiatives.
  • Strong team and project management capabilities
