Manager – Boiler House and Incinerator

Job Title: Manager – Boiler House and Incinerator

Reports to: Engineering Manager

Dimensions: Providing oversight to the day to day operation of the Porton Down Boiler House and Incinerator.

Purpose:

To ensure there is management oversight of the boiler house, supporting technicians and incinerator operation, ensuring regulatory compliance of this site critical engineering function.

Principal Accountabilities:

· The management and allocation of supporting personnel, including oversight of staff training and associated plant administration.

· Monitor work productivity, report on trends, and recommend and implement changes, to continually improve work productivity and processes.

· Involvement in associated audits and oversee actions to assure timely resolution of identified hazards and improvements, and complete risk assessments for all areas of responsibility.

· Initiate continuous improvement practices, in all phases of the operation in order to achieve engineering, safety and compliance goals.

· Ensure the incinerator is operated on a day-to-day basis in-line with the environmental permit and ensure adherence by operators to the permit, relevant SOPs and other relevant protocols.

· Ensure all required planned maintenance is scheduled and completed.

· Ensure relevant critical spares for areas of responsibility have been identified and are kept in stores for incinerator resilience.

· Inform the on-site Environmental team at the earliest opportunity of any planned or unplanned shutdowns, faults or permit issues.

· Organise in-house repairs as required, and organise and oversee sub-contracted repairs.

· Review CEMS daily and provide monthly CEMS reports to the Engineering and Environmental Managers.

· Attend and participate in site incinerator management meetings and play an active part in resilience arrangements, particularly at times of unplanned shutdowns.

· Host Wiltshire Council Permitting Officer with Environment team

· Ensure relevant compliance documentation is completed in a timely fashion, and in the event of any breach, liaise with Engineering and Environmental Managers and assist in investigation of cause.

Qualifications and Experience:

Knowledge and Skill Requirements:

· A minimum of 5+ years’ eexperience within a similar level position to demonstrate substantial operation and technical expertise or potential.

· Knowledge of environmental permitting, waste and incineration would be advantageous.

· A success driven individual, with the ability to lead and inspire and motivate a busy team.

· Data-driven and have an ability to implement improvements after analysis.

· Demonstrable ‘hands-on’ technical expertise in numerous key operational areas.

· Be able to communicate effectively and have flexible approach to work patterns.

· Knowledge of Word & Excel spreadsheets and their implementation with overall good IT skills.

· Knowledge of key operational procedures e.g. time sheets, shift planning, planned maintenance systems, Quality and Health & Safety.

Personal Experience / Qualification:

· Valid full driving licence

· Educated to Bachelors Degree or equivalent in an engineering related discipline.

· Technical expertise, qualifications or apprenticeship in a craft skill or engineering discipline would be an important pre-requisite of the role.

• WAMITAB Level 4 trained is advantageous.

• COSHH/IOSH qualified is advantageous.

• Experience within the waste and process industries would be advantageous.

· Hold a Boas qualification, ideally a BOAS Managers qualification for Shell Steam Boilers.

· Have an engineering background in steam generation including Shell Steam Boilers and ideally Incinerators

· A working knowledge of the Pressure Systems Safety Regulations PSSR and BG01, Guidance on the Safe Operation of Steam Boilers

· Must have a good understanding of Boiler Water Treatment

· MS Office literate, with the ability to write technical reports.

Measurement of Position Performance:

The Manager is measured in performance of duties and execution of assigned responsibilities by:

1. Effective data collection and system improvement to ensure critical compliance is achieved.

2. Key Performance Indicators (KPIs)

3. Effectiveness of the team, in that they are trained and competent to carry out respective roles.

4. Audit by the HSEQ department.
