Job Summary:

Responsible for the strategic management of the Mechanical and Electrical infrastructure of the Bank of America Critical Engineering Facilities within regional buildings located in the Asia Pacific region (APAC). It is therefore essential that you ensure CBRE management systems, you’re in-direct (or direct) reports and specialist supply chain providers deliver a best in class service resulting in an excellent engineering facility, with the ultimate objective of maintaining 100% Uptime of Bank of America critical engineering systems.

Essential Duties and Key Responsibilities:

·       Lead engineering solutions for the buildings included in your respective region as the primary interface with the Account dedicated, CBRE Platform engineering team and Bank of America engineering client

·       Strategically plan and implement a critical engineering (CERM) maintenance strategy,

·       Ensure compliance with in country legislation in terms of statutory maintenance, health, safety and environmental management,

·       Ensure compliance with Bank of America Engineering Design guidelines (latest edition), Bank of America technical articles, Bank of America incident exterminators and other Bank of America procedural documentation relating to standard engineering policy,

·       Ensure planned preventative maintenance activities are delivered to plan, on time and within budget in collaboration with the IFM Lead , with particular emphasis on UPS/SEP critical maintenance, fire impairment policies,

·       Review quotations for the procurement of additional works within ‘your’ authorised limits,

·       Set and document inspection and audit protocols for the improvement and/or maintenance of operational delivery,

·       Set and document performance standards and operational protocols for the delivery of;

o   integrated system testing,

o   change control,

o   energy consumption management,

o   switching of HV/LV equipment,

o   CEWA development and management,

o   CFIR development and management,

o   PPR development and management,

o   contingency planning & disaster recovery,

·       Set and document the design requirements and handover protocols for capital works,

·       Prepare capital budgets for M&E plant replacement and upgrade in subsequent year,

·       Support Capital Projects and IFM teams as required for providing Critical Infrastructure advice and guidance in terms of the Banks capital and IFM projects

·       Lead the account critical services network in the buildings included within your regional , responsibilities to ensure consistency of delivery and best practice,

·       Ensure the generation, compliance and management of the 14 day outlook programme,

·       Work collaboratively with the Bank of TI teams, central CBRE energy management team and other CBRE management teams on the account,

·       Attend client meetings where requested,

·       Take leadership of the CEWA and CFIR meetings associated with your allocated regional responsibilities

·       Escalate, Initiate, lead and close out strategies, efforts and communications for significant critical infrastructure related events

·       Take the lead in rolling out CBRE CERM programs across the account

·       Carry out Building System Health Reports,

·       Ensure contractually binding specific Reports are produced and issued in a timely manner

·       Address performance issues within the account Engineering team in collaboration with IFM Lead

Essential Skills:

§ Excellent client relationship skills,

§ Work collaboratively and flexibly with the entire account and Bank of America Merrill Lynch teams across all work streams regionally,

§ A good knowledge of financial terms and principals, ability to manage margin, WIP, aged debt,

§ Ability to effectively respond to complex enquiries or complaints from clients, line management, direct reports and supply chain,

§ Ability to present information to an internal department and/or large groups of employees,

§ Ability to solve complex problems and provide innovative solutions,

§ Advanced analytical and quantitative skills.

§ Advanced skill with Microsoft Office Suite,

§ Strong people management skills,

Project Specific duties and Key Responsibilities:

§ Support/provide technical oversight of maintenance service provider sourcing process.

§ Support migration plan/s with respect to staged occupancy within both existing and new premises.

§ Provide direct support/oversight for regional project’s including sourcing, procurement, kick off and progress meetings.

§ Provide peer review of technical designs and attendance at design meetings.

§ Review and carryout through the life of projects and with all project stakeholders, regular Value Engineering reviews to maximise the opportunities to improve design and to realise potential cost savings on the project.

§ Ensure that during every critical stage of the project, the Engineering teams are engaged and the BAML Engineering guideline document is strictly adhered to with close coordination and approval from the BAML, Engineering Services Management.

§ Liaise with local FMs to enable intrusive surveys to be conducted during scheduled power downs.

§ Review Consultants reports with recommendations for implementation as required.

§ Oversight of remedial works to satisfactory completion.

Qualifications / Experience / Professional Memberships:

§ Time served Mechanical/Electrical Engineering Manager with a minimum qualification HNC or an appropriate engineering bias degree,

§ A minimum of fifteen (15) years post training experience, five years of which in maintaining critical engineering environments within financial institutions,

§ Membership of an Engineering related professional body i.e. CIBSE/IEE.

§ A member of BIFM or recognised regional professional Facilities Management association.

§ A Health & Safety qualification (IOSH minimum or preferably NEBOSH),

§ Analytical and innovative problem solving

§ Adaptable to balance of commercial and technical requirements of task

§ Ability to build close-knit teams across diverse cultures and geographies.

§ Multi-disciplined engineering skills

§ Good Management experience in operational and construction environments
