JOB SUMMARY

The purpose of this regional role is to lead a proactive and collaborative team approach to promote a culture of Health, Safety, and environmental excellence.  This position will ensure the timely delivery of HSE functional projects, objectives, and targets for the GWS Enterprise Accounts (Facilities Maintenance and Project Management) within our APAC region. 

This role will primarily focus in three key pillars across the business value chain; 1) support sales activities, including RFI’s, RFP’s and business development presentations to ensure HSE is appropriately positioned 2) driving the execution and adoption of the CBRE GWS HSE Management System (including policies, standards, procedures & best practices) and 3) assurance activities including account and site-level audit verification. Each of these pillars are necessary to drive HSE accountability into all levels of our business within the region. 

The position will report into the Global Head, HSE for GWS Enterprise and PJM and has several regional peers across the Americas (AMS) and EMEA that form the Global HSE leadership team. 

The role will drive a culture of HSE performance improvement through leading indicator trend analysis and implementation of effective risk management actions. 


ESSENTIAL DUTIES AND RESPONSIBILITIES

Oversees and directly leads HSE in APAC, managing HSE professionals in region to achieve or exceed annual targets for leading indicators, injury rate reductions and other elements of health and safety improvement. 

Ensuring a fit for purpose management system is in place, understood and executed in the region. 

Support the HSE elements of sales and solutioning activities led out of AMS. 

Provides business perspective, decision making, and cultural change management leadership to ensure HSE programs are widely adopted, beneficial to the business, and appropriate to the business. 

Effectively collaborates with platform HSE and regional HSE staff in our other businesses sharing and highlighting best practices. 


Supports program deployment in region and looks towards innovation and industry leading approaches to drive continual improvement. 

Ensure that we effectively learn from incidents and implement programs to control risk. 

Responsible for ensuring that health, safety, and environmental client contractual terms, governmental compliance requirements, and company policies are met in APAC, manages HSE (Health, Safety and Environment) programs, teams, tools, and initiatives to meet such requirements.

Identifies, develops and delivers business wide adoption of the appropriate strategies in line with the CBRE Health, Safety & Environment strategy, policy and processes within the region. 

Monitors, reviews & analyses HSE performance identifying appropriate initiatives & differentiators to ensure performance improvement.

Monitors health and safety and environmental regulatory compliance in APAC, maintaining an up-to-date database and audit program against regional requirements.   

Timely communication of all findings, concerns and deficiencies to the responsible management team and ensures that issues, concerns and deficiencies are corrected – per pre-defined and agreed processes.  Develops and implements strategic solutions that will support management's efforts to improve and maintain compliance as required.

Manages and oversees the interactions with government agencies, professional HSE groups, community advisory panels, corporate HSE officers, and all internal safety activities.

Collaborates successfully with other departments, including People, Legal, D&T, Technical Excellence, and Risk, to complete the essential duties listed above.

SUPERVISORY RESPONSIBILITIES 

Manages the planning, organization, and controls across APAC.  Is responsible for a mix of direct and matrix reports.  Responsible for staff recruitment, selection, promotion, advancement, corrective action, and termination for direct reports.  Effectively recommends and supports same for matrix reports. Monitors appropriate staffing levels and reports on utilization and deployment of human resources.  Leads and supports staff in areas of training, development, coaching, mentoring, measuring, appraising, and rewarding performance and retention.
