What are you going to do?
In partnership with the country People teams, this role has responsibility for driving value-added operational activity across all Lines of Business within BENELUX region.  People Operations purpose is to deliver a world class employee experience through efficient and simple People processes, systems, policies and programs across the employment life cycle from onboarding new talent to offboarding loyal alumni and all the moments that matter in the middle. Services provided include onboarding, mid-life cycle, benefits administration, offboarding, payroll, and mergers & acquisitions.  These are delivered through self service tools, country People teams, and People Service Centres.  The system infrastructure includes PeopleSoft, ServiceNow, Avature, OpenText, Kronos, and others.

The role will work in close collaboration with the country People Heads and in partnership with other functions, such as Finance, D&T, Procurement, Audit and Business Operations stakeholders to ensure a consistent and integrated approach.  It is responsible for identifying and implementing greater process efficiencies, cost savings, better controls and governance and enterprise solutions.

Key Responsibilities
  • Supporting and providing guidance to the in-country teams that are working on People Operations tasks across the BENELUX region to ensure core People services are delivered to agreed service levels and all regulatory and compliance requirements are met;
  • Strategic collaboration with the country People Business Partners and COEs to drive the global People Plan, and ensure alignment with local People objectives and business requirements;
  • Change agent, driving operational excellence, finding and bringing value to the countries by saving costs, increasing efficiency, and stronger controls and governance;
  • Streamlining processes across multiple geographies, driving consistency, and ensuring varying local regulations are accounted for with the main goal to standardise and increase efficiency across the region;
  • Manage escalations and proactively identify gaps in service delivery and devise practical, scalable solutions.  Identify opportunities for additional service offerings to improve the overall employee experience and deliver cost efficiencies;
  • Support country, regional and global projects by execution of an existing plan or devising an appropriate plan to execute, ensure appropriate communications, training/education and change management;
  • Monitor and ensure the use of People Operations technology (ServiceNow, PeopleSoft, Time & Attendance, EDM) identifying ways to promote self-service adoption and identify process efficiencies;
  • Review monthly reports and dashboards to ensure services delivered are done so efficiently to required standards, identifying improvement areas or gaps for process review or improvement;
  • Support to ensure payroll data accuracy, reliability, confidentiality, timeliness, and completeness, monitoring overall payroll service delivery;
  • Support People Operations related audits and ensure reporting is compliant with country required statutory and regulatory reporting, including corporate governance activities;
  • Oversee compliance with country legislation and internal controls, identifying and mitigating potential control gaps and risks to CBRE, partnering with Legal, Compliance, BSO and other stakeholders to resolve;
  • Support monitoring of third-party vendor SLA's and be an escalation point for vendor management where service or scope requirements need to be addressed during the life of a supplier agreement.

What do you have to offer us? 
  • Bachelor’s degree in HR, Business Administration, or any other relevant discipline, with minimum of 10 years’ experience in Human Resources;
  • Solid understanding of functions and processes in HR Operations with a Shared Service model, a mix of decentralised and centralised HR operating models, and working in a hybrid model;
  • Strong ability to build and maintain collaborative relationships with key teams and stakeholders in the Netherlands, Belgium and Luxembourg (all LOB);
  • Comfortable working in a complex and highly ambiguous environment;
  • Passionate about identifying opportunities for continuous improvement, providing recommendations on suggested approaches;
  • Proactive and delivery focused approach;
  • Excellent written and verbal communication skills in English and, ideally, Dutch;
  • Solid knowledge and understanding of Oracle PeopleSoft, ServiceNow, Avature or other HR Systems related databases;
  • Skilled in use of MS Office, including Word, Excel, PowerPoint, SharePoint, and Visio.  Familiar with PowerBI;
  • Hybrid working pattern with requirement to attend the Amsterdam office at least 2 or 3 days per week;
  • Other duties may be assigned.

Who will be your team?
In this role you will be part of the Operations service line. This means you will be part of CBRE Global Advisory, Investors and Workplace Solutions. People Operations delivers services for accurate employee payments, onboarding and offboarding, benefit administration, immigration, regulatory and statutory reporting and third-party vendor management. In this function, you are the key driver for transformational process by overseeing and driving the delivery of People Operations Services across all Lines of Business.
