We are recruiting an International Engineering Lead to join the team in London. The successful candidate will lead the regional engineering and facilities operations for a cluster of facilities, campus or portfolio of buildings across the EMEA region. Drives strategic deliverables set by account leadership team and the client, ensuring operational excellence, compliance and quality control for service delivery. Specifically overseeing planning, implementation and coordination of all Electrical, mechanical operations, maintenance, communications, energy management, and manpower development programs.
To lead world-class engineering technical matters, responsible for managing the Mechanical and Electrical infrastructure of the Customer’s Critical Engineering Facilities across a wide international portfolio. It is therefore essential that you ensure CBRE management systems, and specialist supply chain deliver a best in class service resulting in an excellent engineering facility. To manage and develop a professional and technical relationship with the client to create a positive customer experience. To deliver a technical performance level which achieves and beats the KPI’s and SLA’s set down in the client contract. To lead, motivate and develop the site team’s technical competence and ensure that the culture and standards on the site are consistent with the culture and standards established by CBRE. To audit and monitor the on-site operations team’s performance in system uptime reliability and to develop efficiencies and innovations that benefit the client and CBRE within their international portfolio.
Key Responsibilities:
- Has a deep understanding of the client and account objectives and provides strategic recommendations to assist in the design of the technical service roadmap.
- Leads the operational delivery of strategic initiatives including project planning, communication and change management control, compliance and reporting.
- Supports wider technical self-delivery operations in the region, specifically but not limited to (UK, Europe, APAC and ME).
- Leverages internal relationships, manages stakeholders and stays connected with CBRE platform
- Leads data collection and insights ensuring inspections and surveys, including energy audits and analysis, HVAC, electrical and plumbing systems, environmental compliance, accessibility compliance, acquisition and third party surveys are captured and effectively utilised.
- Supports clients work order management program and tools, specifically PPM, reactive works, operating within a fixed price agreement.
- Develops and provides for ongoing improvement of preventive maintenance and engineering procedures, preventive maintenance programs, budget operating costs estimates and comparisons.
- Oversees implementation of programs to ensure compliance with life safety programs and procedures, domestic water quality control and water treatment programs to include environmental and safety compliance.
- Ensures all engineering operations are carried out with due consideration to cost and value for money.
- Oversees P&L management at a country level ensuring correct interpretation and management of contract financials.
- Identifies cost saving opportunities to enhance contract profitability.
- Is a pivotal team member in the leadership team providing input into the talent attraction and retention strategies.
- Leads by example and models behaviours that are consistent with the company's RISE values.
- Deliver a critical engineering (CERM) maintenance regime,
- Ensure compliance with in country legislation in terms of statutory maintenance, health, safety and environmental management,
- Deliver planned preventative maintenance activities to plan,
- Review quotations for the procurement of additional works within “your” authorised limits,
- Carry out inspections and technical audits of operational delivery,
- Carry out inspections of assets and systems with a view to identifying single point of failures (SPOF’s), equipment end of life and component breakdown,
- Ensure documented processes and procedures are followed in respect of delivering;
- Integrated System Testing,
- Change Control,
- Load Management,
- Switching of HV/LV equipment,
- Permits To Work (PTW),
- Critical Environment Works Authorisation (CEWA),
- Critical Works Release Forms (CWRF),
- Critical Facility Incident Reporting (CFIR),
- Contingency Planning and Disaster Recovery,
- Work collaboratively with project management to facilitate seamless handovers of capital works,
- Participate in the account critical services network, to ensure consistency of delivery and best practice,
- Responsible for keeping the M&E asset data base up to date,
- Responsible for maintaining condition survey information current,
- Ensure a customer focus within all areas of operational activities, and that effective relationships are maintained with key client contacts. Ensuring contractually agreed SLA’s and KPI’s within the Scope of Works (SOW) are met and necessary record retention demonstrating adherence.
- Ensure the provision of healthy and safe working conditions and that both clients and CBRE health and safety policy’s and process is effectively implemented across both CBRE and subcontractors activities, and are regularly reviewed.
- Act as the point of contact during significant events or multi-discipline technical escalations occurring within the specified sites. In charge of change management, incident management and root cause analysis as far as technical and engineering topics are concerned.
- Manage the Planning, organize, the 52-week maintenance for all engineering activities including HVAC, fixed electrical installation of High Voltage and Low Voltage, including the liaison with client/end-users for the time scheduling. Produce SOP, MOP, EOP and command team to dry-run, implement the procedures. Prepare activity and other statistical information and reports as requested by client. To provide input into regular management reports and Budget submissions and reviews.
- Effectively lead technical and engineering related activities including regular technical review meetings; development of operational procedures; providing technical services of the highest standards.
Experience Required:
- Excellent client relationship skills,
- Ability to effectively respond to complex inquiries or complaints from clients, line management and supply chain,
- Ability to solve complex problems and provide innovative solutions,
- Intermediate analytical and quantitative skills.
- Intermediate skill with Microsoft Office Suite,
- Ability to use work order system. Working knowledge of asset management, property management.
- Develop effective working relationship with all members of CBRE staff and the Client representatives.
- Ensure the professional technical image of CBRE is presented to clients and visitors at all times.
- Talent manage technical staff to ensure an appropriate training plan and career progression is identified.
- Provision of technical leadership and guidance, advice, coaching and direct support, where required to deliver best practice, training, assessment, improvement of the critical infrastructure and FM.
- Extensive experience of running multi-site engineering facilities and engineering teams with an emphasis on critical plant operation and business continuity operations. Equivalent combination of education and experience. Knowledge and understanding of all applicable practices and techniques, laws, project controls and environmental regulations to include safety regulations.
- Time served Mechanical/Electrical Engineering Manager with a minimum qualification HNC or an appropriate engineering bias degree.
- A minimum of ten years post training experience, five years of which in maintaining critical engineering environments.
- Membership of an Engineering related professional body i.e. CIBSE/IEE
- Ability to comprehend, analyze, and interpret the most complex business documents.
- Ability to respond effectively to the most sensitive issues.
- Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups.
- Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.
- Ability to solve advanced problems and deal with a variety of options in complex situations.
