A Regional Cost / Commercial Manager is required to lead the commercial management function as part of the Asia Pacific PMO. This role is based at the client’s offices in Singapore. Primary responsibility will be to liaise with the Regional Project Lead on Commercial issues, to challenge capital expenditure requests and help advice accurate forecasting for the Capital Plan, review and provide reports on projects and programs, provide commercial advice on strategies, policies and procedures. In addition the Cost Manager must contribute to other global and regional initiatives designed to improve the Client’s commercial performance.


  • Support development of annual capital target planning, including preparation of high level budgets if required by client.
  • Maintain and regularly review information in the Capital Plan.
  • Review and challenge cost estimates provided by project management teams against benchmarks and suggest value improvement options to  deliver savings.
  • Oversee capital expenditure through-out region and review suppliers cost management activities (high level).
  • Direct vendors on how to comply with governance requirements relating to financial matters.
  • Review cost management processes provided by suppliers and advise Regional Management and vendor manager on potential improvements which will result in improved cost management performance. 
  • Regularly liaise with the Real Estate Team with a view to develop consistency globally.
  • Drive consistency and data integrity throughout the region.
  • Assess the accuracy of the initial budget at the end of each project as part of the project close out process, suggest options to improve cost accuracy.
  • Collation of new cost data and use of client’s historic cost data for benchmarking. 
  • Generate analysis to compare benchmarking data against other similar institutions using CBRE internal data. 
  • Day-to-day use of clients’ software tool to review cost reporting information inputted by suppliers. 
  • Perform high level commercial reviews on all projects and performing occasional audits of cost underspend/escalation on projects including reviewing Risk Registers, Change Control Log, Value Creation Log etc.
  • Provide opinion on risk, trend analysis, impact of CRs, levels of contingency, claims and programme sourcing opportunities. Initiate action where appropriate.
  • Prepare monthly Executive Cost Management report providing programme wide commercial oversight on approved projects.
  • Establish interfaces and liaise with stakeholders such as Security and IT to better prepare and track regional project budgets / pipeline.
  • Liaise with the client finance team. Manage interfaces between financial and commercial reporting.
  • Liaise with the client sourcing/ client Procurement team to provide advice on construction agreements and contracts.
  • Provide reports on the status of projects and programs including variances between approved and actual.
  • Provide commercial advice on changes or improvements covering processes and procedures.
  • Assist with the development of the commercial platform, commercial procedures and KPIs.
  • Familiarization with and use of CBRE and client tools and procedures for budgeting and cost reporting.
  • Contribute to an ongoing Continuous Improvement agenda with ideas and take ownership of implementing process change initiatives. 
  • To perform additional duties which may be required from time to time as required 
  • Participate in global calls as regional cost manager SME. Provide commentary on regional market conditions.  


  • Articulate, excellent client relationship, communication and facilitation skills.

  • Intermediate to advanced level in MS Office applications.
  • Excellent interpersonal skills, confident and experienced in dealing with people of all levels.

  • A ‘can do’ attitude.
  • Qualified Royal Institution of Chartered Surveyors (RICS) chartered quantity surveyor and/or a minimum 5 years of relevant quantity surveying / commercial management industry experience.
  • Degree in a sector related subject. 
  • Professional background within a corporate office environment and involvement on complex corporate projects focusing on commercial terms.
