SUMMARY

The primary role and responsibility of the Manager, Regional BP, Central China is to act as the Key Advisor for the Central China for all People
-related issues, taking overall responsibility for the day-to-day HR matters, providing professional support, advice and solutions on all HR related matters.

The key roles and responsibilities are: 

- Act as a business partner to in developing, planning and setting HR strategies, initiatives, policies, and procedures and ensure effective and timely implementation; 

- Oversee the daily HR operations of Central China;

- Provide operational and strategic HR services to the business lines with the HR Strategic plan to optimize the use of the Company’s human resources and maximize profitability; 

- Work cooperatively with managers of other People functions including Recruitment, Compensation& Benefits, Learning & Development, Payroll, Project etc to ensure an integrated approach is taken in supporting the Company’s strategic goals; 

- Oversee HR operations and activities, preparation of employment contract and amendments, employee visa applications, basic training, HR systems, and payroll ensuring compliance with local legislation and market practice; 

- Keep up-do-date on labor-related legislations and government policies, and ensure full compliance thereof across China;

ESSENTIAL DUTIES
The duties are linked to HR and operational initiatives across business including but not limited to General Human Resources, Recruitment, Employee Relations & Retention, Remuneration, Performance Management, Performance Appraisals, Budgets, objective Setting & Promotions, Training & Development, Compliance, Legislation & Documentation, and Corporate Initiatives.
- Formulate, plan and implement HR initiatives, policies and programmes based on business objectives and goals, such as those related to recruitment and staff retention, and ensure effective and timely implementation of these programmes;

- To ensure full compliance of all labor laws, government regulations and company policies, and advise the business accordingly on non-compliance risks and initiate remedial actions, when necessary; 

- Coordinate with Finance to drive the annual HR budget, including headcount, salary and promotions, etc. for Central China;

- Work with the Recruitment team to ensure a timely and effective staffing process is in place; 

- Take ultimate responsibility for the accuracy and quality of all works produced by the China People team;

- Drive key HR processes in Central China, including performance management, career development and succession, and on-boarding and assimilation; 

- Support the implementation of PeopleSoft and other HR systems in China, including identifying and defining user requirements, work process design and documentation, data preparation and cleansing, and system maintenance, etc; 

- Work closely with the other CoE HR teams (including Recruitment, L&D, C&B and PeopleSoft, etc.) in the effective deployment of HR services to the business as and when needed;

- Initiate, re-design and drive changes in the HR processes to enhance effectiveness and efficiently as and when necessary; 

- To develop and maintain appropriate documentation over the activities of the HR team in Central China; 

- Any other assignments as directed by the Company. 

REQUIREMENTS
Required Knowledge & Skills 

- Fluent spoken and written English and Chinese; 

- Client-oriented with a high degree of integrity, discretion and customer focus, demonstrating an ability to provide quality advice on HR issues, make sound decisions and provide recommendations; maintain and encourage discretion and confidentiality;

- Highly organized with strong administration and logistical skills, attention to detail and flexibility to adapt to changing priorities; 

- Demonstrated ability to think strategically with a high level of conceptual, innovative, analytical and problem solving skills; 

- Ability to communicate and influence at all levels within the organization with strong presentation skills, and the ability to prepare high standard written reports; 

- Ability to work as part of People team with the capacity to work cooperatively and in partnership with peers; 

- Proficient in planning and executing HR strategies at all job grades, in a timely and cost effective manner; 

- Strong detailed knowledge of employment legislation (particularly related to fair and ethical treatment of all employees), local and regional policies and regulatory requirements; 

- Advanced level in Microsoft packages including Word, Excel, Powerpoint and Outlook;

- Flexibility with working hours and travel arrangements. 

Experience & Qualifications
- University degree or above in Human Resources or related discipline; 

- A minimum of 5 years’ experience in effective HR functions and management, including those related to attraction and retention, career planning, developing organizational culture, and exit strategies; 

- Experience in providing expert advice to senior management;
