Purpose of the role:
Ensure all operation field following the SOP required by the client,
liaised with all contractors/ stakeholders in the event of any incidents  reporting and responsible for NMPI reporting


What to expect on the role:

Operations:
  • Legal compliance of operations
  • No LOPC >100Kg or 110liters during the review year
  • Asset conditional survey ( ACS ) - 33% of the site listing by region  per year
  • Comply to PLIP B investigation and closure within 5 days -  E2E  process )
  • Attend to Shell customer compaint and closure within 5 days
  • Conduct L3 meeting when necessary and support L3 engagement quarterly 
  • On site investigation / site assessment / L3 engagement 
  • Engagement with external party and Shell to support maintenance scope as requested by  ( can be out of CBRE scope ) 
  • Participate  LCSC quarterly engagement and attend LCSC program
  • Arrange site audit for Shell - Assurance Audit
  • Monthly S&O engagement ( F2F )
  • Work closely with Shell FMC , District Manager ( DM ) , TM, SGW , EPCM  and Shell IT
  • Support Mobile Team on daily operations 
  • Attend to OOH calls 
  • Support 24/7 hrs on operations 
  • Attend Quaterly BPR ( Business Performance Review ) when required
  • Shell UAA reporting and closure follow up ( Reports from distribution terminal on HSSE )
  • Attend client meeting & external meeting relates to site operartions / maintenance 
  • Introduce new vendors for operations & maintenance for sourcing support  
  • Support MT on operations & share best maintenance practices  as learnings
  • Involve in  Station temporary and permanent closure E2E process
  • Involve new program roll out by Shell as Pilot program 

Budget management:

  • Manage area budget allocation given by Finance 
  • PSC approval <  1 K, ROM approval - 1K to 5K, above 5K request LROM for approval
  • Above 10K - LROM to get Shell approval
  • Quotation review prior approval and  challenge on scope based on contract rate
  • Minimize spending by optimize usage of salvage parts and refurbish  parts
  • Reuse parts eq from closure sites or PKDR/KDR/ One Touch by EPCM / Station closure . Coordination with EPCM for parts collection and relocation 
  • Get support & approval for out of scope from FMC under normalisation  Refer SOLA / RELA ( based on local retailer agreement with Shell )
  • Sharing Maintenance Slide Pack with TM and retailers to minimize out of scope calls to CBRE 

KPI:
  • WO management - sharing done  by PSC weekly & daily FMP overdue download review 
  • WO management ( high failure eq, repeated Wos, high spend WO by site )
  • Down time for key elements ( FSY,HVAC,VLT,REF )
  • HSSE compliance - Free from LOPC / LTI / TRC 

CAPEX:
  • Attend 100 % fuels system capex Hand Over
  • Attend 5 % non fuel system  ( minor capex )
  • Attend interphase meeting with Shell and EPCM ( share on challenges / improvements, alignment of new program  and expectation from FMC to reduce maintenance cost )

HSSE
Conduct and Register TNT  & NMPI online as agreed numbers 
a. TNT - 3 per month
b. NMPI - 3 per month
c. BOTG - 2 per month
d. Intervention - 1 per month
  • Intervention on unsafe act and action accordingly
  • Support LROM & HSSE manager on L3 office audit and GCF
  • No Fatality during the review year
  • No Loss Time Injury during the review year
  • No Major findings or Non-compliance in  Audit/Investigation.
  • Support L3 engagement lead by HSSE Manager
  • L3 coaching on HSSE & operations  ( L3 engagement, Tool Box Talk , intervention, TNT  )
  • Participate, coordinate and support L3 on drill during Safety Day program
  • Support HSSE Manager on site assessment and unsafe findings 
  • Attend to UAA reporting ( haulier complaint ) for CBRE action 

Training, meeting & Finance:
  • Support HSSE manager on L3 safety training quaterly 
  • Attend to FFS training and other product training - 2 years once
  • Attend to Fuel Expo and other product training where applicable for Shell maintenance
  • Attend Defensive Driving  Course 2 years once
  • Provide on site training for  MT & new CBRE employee for Shell account 
  • Conduct retailer on site training on key items relates to HSSE and operations  
  • TM Area Office Engagement Meeting - Monthly 
  • 5% Invoice Audit  per month. Invoice listing given by Finance and selection done by ROM
  • Submit Normalisation log quaterly
Preferably someone from Manufacturing industry ( Mechanical electronic environment)
M&E Background 

Location:
  • Home based in Melaka:1 headcount (Frequency travelling across Southern'site Melaka, Johor & Negeri Sembilan)
  • Home based in Kuching, Sarawak: 1 headcount
  • Must be flexible to be in our central office in Petaling Jaya, Selangor for a short 1- 2 months on the job training and induction
